Fury existed, but he never recruited Phil Coulson as his regret was what if he never joined S.H.I.E.L.D. And Hydra is the main power structure and therefore there is no Avengers. All superhuman members would have been hunted down like the Inhumans given their previous or future threat to Hydra. Especially given that Project Insight would have nobody to stop it. They do have an eventual limit to the programming space where cosmic heroes like Carol are not a factor. Especially since it's a reality where her existence is only of Coulson's knowledge of her and the rest of the team.

However due to her dubious past, it is very likely Natasha was recruited by Hydra instead of S.H.I.E.L.D. Same with Clint. Possibly one of them as a part of the Patriot's resistance, but given it's small membership, unlikely.

Hard to tell since they never really established any other heroes in the Framework

Now maybe Avengers aren't formed since there was no one to help the Avengers get formed

Natasha and Clint could have been recruited by Hydra in there

And Steve might still be frozen

Considering the Captain America fan is there, I would say frozen as well. They wouldn't want Coulson to leave the Framework because of living in the hell that is a Cap-less world.

Natasha is Most likely Dead along with Tony and Bruce, I Don't really see the MCU Nat Joining with Hydra even to took down the Red Room. Clint probably jones with Hydra depending on if He's still with Laura or Not. Thor is probably still on Asgard with his family.

I mean their morals didn't play into it entirely. Especially since our heroes had different pasts setup in the Framework in order to allow it to function.

Remember that No Matter what Natasha will always Keep her Heart. She was like that as a child way before she even joined S.H.I.E.L.D. I just don't see a Character with that pure of heart Joined Hydra no matter what they give her. Comic OG Nat or Clone Nat, maybe. Ultimate Natasha definitely, but Not MCU Natasha no matter what universe she in.

As For Tony, Project Insight probably already took him out way before he even had the chance to even think about joining with Hydra and it's the same with Banner.

Remember they also are all built from an algorithim. The Ward we see in the Framework is a very different Ward as well based on the circumstances of having the perfect person for Daisy to be trapped with.
