We know Ned is gifted towards sorccery . And characters do remember spider-man and the events of no way home. So Ned might remember him being Spider-Man's guy in chair and remember Doctor Strange.
He might go to Sanctum Sanctorum to learn Magic from the sorcerors, where a spell goes wrong and turns into Hobgoblin.
