No. Black Panther is a title handed down the line. The person uses a drug to enhance themselves to protect Wakanda, and the ritual also allows them to seek advice from those that have passed. There is absolutely nothing so far to suggest that Bast is inhabiting the person, in the way that the Egyptian Gods do. Bast doesn't take control of the body, and gives them no extra powers or abilities directly. The herb could be divine but there's no evidence for that so far.
Basically, Black Panther is more like Captain America: given a super serum to protect the values of the land, rather than Moon Knight: an avatar.for a god.
