Could someone explain to me why Fitz-Simmons who traveled in time from 2023 to 2019 did not create a new timeline when their past selves are in space? Is it a loop or something?

Fitz doesn’t just understand the timeline. He knows how to use the Quantum Realm to move between timelines.
Also, Keep in mind that as long as they don't screwed with the Stones or involve themselves in anything involve with the Stones that could in theory live their lives. In short, they was at one point in the MCU Two FItz-Simmons running around, one in space the 2019 version and one at their home with their Daughter the 4 years older then everyone version.
Because time travel alone does not necessarily create branches in time.
@IronWidowMaikuB The Stones aren't the only thing that causes branches, btw. If one were to go back in time and completely derail history but not touch the Stones, it would still branch.
@MJlogan95, Yes as long as the history somehow involve the stones or the Main People (Pretty much the Avengers and Thanos Crew lol) Around the stones. Like Cap For instance Can't rescue Nat, Bucky or anyone of Nat's Family but he can rescue someone like Dottie Underwood as long as Dottie isn't Nat's Birth Mother.
@IronWidowMaikuB No... anyone Cap rescues from intended death would branch the timeline. I don't know where you got the idea that just the "main people" fate being changed would branch.
@MJLogan95 it's not the people that cause the branch, it's the events that they are surrounded around. Also, How Exactly did the Red Guardian fight Cap in the 80's and Why Didn't Cap Teleport back through that tunnel if he wasn't already there in the first place by the bench,. Cap's Living in a Another Branch just ask too many questions.
What do you think?
