No, I think the Illuminati is taking over the TVA's place after Loki, that's maybe also why Strange is confused. In No Way Home Strange says after the spell to Peter that "this shouldn't be possible", so he knows about the TVA. No, also because of Charles Xavier being the judge with others and the cells we see in the TV spot for the Super Bowl...the Illuminati is gonna be the new TVA...

I wonder how the Illuminati exists. Theoretically, they should be sent to the void by the TVA for being variants, unless we use the Watcher's way. Perhaps they are like the Apocalypse Black Widow, left without a universe (meaning that this Captain Carter is not the main Captain Carter). But rather than simply being integrated into a new universe, choosing to act as a more just version of the TVA.

Honestly, imagine what happened to their universes. Red Skull screwing up the portal thing and only Peggy being saved by the Watcher. Professor X being the sole survivor against the Sentinels. Monica don't know *shrugs* same with Baldur. Tom Cruise Tony Stark I really have no clue. Deadpool is just Deadpool tho.
