Weakest in strenght probably Justin Hammer and unpopulair opinion Zemo in civil war who’s plan seemed to be heavily reliable on luck

Well, of weak motivation for being a villain, I'd say there's Obadiah Stane, Malekith, Laufey, Red Skull, Ronan the Accuser, Surtr, Yellowjacket, Ego, Kaecilius, Dormammu, Supreme Intelligence, Klaue, and Topaz.
