Kang created Allioth and found a way to exit our entire timeline and isolate it. Kang destroyed the Multiverse (at least as far as Loki is concerned). The TVA has the ability to prune almost anyone and anything (they prune entire timelines with their own Arishems, Egos, Thanos's and Helas). Even Infinity Stones are as useless as paperweights in the TVA.

And of course, Kang predetermined every event from the beginning of Iron Man to the end of Loki Season 1. Everything that ever happened was part of his "script" and only now have we crossed the threshold of not knowing what's going to happen next. Even Arishem couldn't put the Universe on a script. If he could, there's be no need for Deviants and Eternals.

Dormammu without a doubt he’s literally an entire dimension that can swallow planets easily. If not him I’d say either Ego or Surtur
