HYDRA and the Ten Rings worked together before.

I mean aside from that one time.

I imagine short term they might work together toward a shared goal (each believing themselves to be the one profiting more from the exchange), but long term I believe any organisation with the goal of world domination would see similar organisations as rivals/enemies.

The interesting thing about these groups is that they were always very secretive and at some point they had people believe they were gone, when they were actually operating more secretly. I think they only have conflicts when one interfere with the business of others.

I feel like it's just like the comics where these evil organisations acknowledge the others but still do their own thing
