HYDRA would make sense because Val was Madame Hydra in the comics.

MCU versions of characters do not always mimic/copy/etc their comic book counterparts.

I can't see it being Ross either. I doubt he would want any association with Walker after he was publicly disgraced for killing Nico.

Honestly, I'm not even speculating on who Valentina is working for, as I want it to be a surprise.

Dottie Underwood? if she aged normally, she would be age 96 or 97 by the time of Falcon & Winter Soldier. I would guess slight chance in that case.

though if something caused her to age slower and/or if she somehow became frozen for 1 or more period of time, then maybe.
