Well would you believe he could be alive after all it's not like previous MCU villains haven't came back for example Red Skull, Baron Zemo, Loki, and Abomination just to name a few. Plus would you also believe Peyton Reed wanted him in Ant-Man and the Wasp in the Quantum Realm yeah so clearly he can be alive.
