Rewatching Winter Solider and I just realized something about AOS.

In the AOS series premiere its stated that the none of the avengers know that Coulson is alive because they’re not clearance level 7 but by winter solider Steve is clearance level 8. Does anyone think he might’ve found out about coulson or is this really going to always be an unresolved plot hole lol?

It is a mistake. They are confirmed to be level 6 agents, even Pierce refers to them as "Level 6".

It is just a minor inconsistency with the design. They also have a timeline contradiction there on screen, they say it is October 2013, but the film is set in 2014.
