Ghost Rider - both REYES and BLAZE - easily could appear in Multiverse of Madness, but clearly won't, because feige is selfish, and he brings back med-level of badguys from franchises that have NEVER been considered as MCU, instead of bringing back awesome and popular characters from contents that he acted about as MCU-canon multiple times, in a way that does not change the characters from the style that made them popular.
