I doubt it, and to be honest, I'm glad the chances are slim. After watching Agents of S.H.I.E.L.D, which focused heavily on Hydra for 4 seasons, I'm kind of tired of that storyline. However, if that's your cup of tea and you haven't seen Agents of S.H.I.E.L.D, 10/10 highly recommend watching it. It's a great show anyway, though.

Yeah I can see some HYDRA leaders and little remnants surviving, but there’s no way they’ll get back to a big organization that is actually a threat.

In the “commercials” of WandaVision, there are a few would-be easter-eggs with Hydra written plainly on a lot of the products. I would imagine that since they’re teasing it, they have to have some connection with it.

They are connected to Wanda's past.

HYDRA has been a consent part of Agents of S.H.I.E.L.D. which is one two Marvel TV shows to be directly connected to and referenced by Marvel Studios the other being Agent Carter. This occurred during the HYDRA Soak commercial during WandaVision episode 3 which was mentioned by Coulson in AOS season 4 so they definitely still exist in the MCU and if that isn't strong enough evidence then they were also seen making a business deal with Yellowjacket during Ant-Man alongside the Ten Rings so they can absolutely return at some point
