swapped at birth? in some scene Quicksilver claimed to be 12 months older. if that claim was true, then "swapped at birth" might be unlikely.

They're 12 seconds apart, it's impossible for them to have different parents, they're twins.
I really hope they just keep it separate. Introducing Magneto as being related to Wanda at this point would just be to make it like the comics and would feel out-of-place.
Regarding the original question, I'm happy with the amount of screen time Pietro got. I don't think he was a strong enough character to be able to continue in the saga.
Call me crazy but I think it was a necessary sacrifice in the development of Wanda throughout MCU, so I think his death is justified
Marvel probably would have let quicksliver live, but remember he was a Fox studio product and they didn't want him to join avengers.
about swapped at birth; not sure it happened. I do not recall any hospitals/clinics/etc in the city during either battle.
@Mdsb759 Still, it wouldn't make sense if they were born on their house. They could, but even a country as screwed up as Sokovia would have a health care system, even if it was bad. If they were the route of the comics, we could see that another couple also had twins, and after being taken to the nursery area, the one in charge labeled the babies wrong, and gave the wrong pair of twins to each couple. That of course, is in older comics, as more recently we've seen Scarlet Witch and Quicksilver were indeed family of the Maximoffs, rather than just given to them.
Mdsb759, it's a major city, there was definitely a hospital there, even if we didn't see it. There's no way that MCU is Magneto's daughter unless there's adoption involved. So until Wanda mentions being adopted, there's no reason to believe it will happen.
It really wouldn't be that hard. Magneto or Bova could've simply left the twins with foster parents after they were born. Wanda doesn't even have to know she was adopted.
They could bring QS back quite easily now that they have time travel, with the only issue being that the avengers would have to avoid messing up the timeline again. This, however, could be solved by having quicksilver's own time travel powers be introduced into the MCU.
