The characters from this discussion are from the Ant-Man movies, Agents of S.H.I.E.L.D. and The Avengers.
I know Hydra loves exploiting enhanced and gifted individuals for there benefit I feel like Nick Fury does the same. One example of this is Ghost from Ant-Man and the Wasp. Ghost was a little girl who was afraid of herself and her capabilities. S.H.I.E.L.D. promised her a cure and instead used her as a living weapon. Another is Eva Belyakov from Agents of S.H.I.E.L.D. Nick Fury sent them to Bahrain to recruit a Eva to join S.H.I.E.L.D. even though that deal went south what would he have done with her ? Second was Daisy Johnson/Quake who is also from Agents of S.H.I.E.L.D. after Cal and Jiaying started looking for her S.H.I.E.L.D. took her in as in 0-8-4. I’m suprised S.H.I.E.L.D. didn’t run tests on her and find out about her irregular DNA (though the reason for this could be because she was a baby). Another is Hank Pym and Janet Van Dyne who were S.H.I.E.L.D. scientists before turning to field work. Though we don’t know if they willingly transitioned it can be assumed he didn’t want his technology to fall into the wrong hands so willingly transitioned. But Nick Fury doesn’t just want enhanced individuals but objects including the Tesseract. If you have seen The Avengers you know what happened there and even though he provided an explanation I don’t find it valid because he already had enhanced individuals working for him so why would he need a vast amount of weapons. I assume you get my point but if you have an argument I would love to hear it in the comments.
