I think that if Robert and Tina were blood relatives and got married they would have invented another last name to cover the truth. After all Tina was the boss of a huge organization - Wizard and it would be scandalous knowing that she was married to a relative and had children with him. So I think if they were actually related like that Robert would have another last name like Johnson or something regular.

I recall from some non-MCU source that children from incest would have some kind of deformity. both of their daughters seemed not deformed.

But this mistake is made more often in tv that a married women has her married second name as her birth second name so i think it’s just a plot hole, but who knows maybe they explain it someday
