I’d disagree, Marvelus. Tony Stark was born to a billionaire genius who had access to some of the most advanced technology on the planet. To bring upbringing into the equation feels moot.
Even if we ignore how young Shuri is comparatively, she has demonstrated she can readily comprehend foreign concepts (like Vision’s operating matrix) as quickly as Stark and Banner.
Having access to advanced technology isn’t what makes Shuri the smartest, but her capacity to creatively adapt that technology in a way that no one else seemed able to do.
It’s more about aptitude than accomplishment.
Again, accomplishments are only part of the story.
Intelligence is not a simple thing. It’s hard to quantify and there are different types. Having a higher IQ score or accomplishing scientific miracles are not objective, all-encompassing metrics.
Yeah, you could argue Tony did a lot with less, but Shuri was the architect of Wakanda’s scientific apparatus as a teenager.
I just think her intellectual capacity exceeds that of Stark. That doesn’t invalidate Stark’s intelligence.

Plus, Shuri was able to build hologram cars that could have the same effect as a real car, I am pretty shore Shuri would have managed to come up with Time travel
