By the end of the first season, Black Bolt is the character that I feel has progressed the less. All the other members of the family who were on Earth bonded in some way with Humans (Medusa/Louise, Karnak/Jen, Crystal/Dave, Gorgon/the Surfers). Black Bolt did not (the friend he found on Earth was Sammy, an Inhuman). Therefore I did not really enjoy his storyline. Sure, he might have changed (he does not kill Maximus but simply abandons him), but I find regrettable that of all the family he changes the less and remains the cold leader we've seen in the premiere.
Obviously, the fact that you have a character that cannot speak also makes it difficult for a character to ostensibly evolve. Anson Mount did a fine job given this limitation, although I found some of his expressions sometimes weird.
What I think could have been developed further was how Black Bolt knew who the real enemy of the Inhumans was (probably the Kree given the season finale). It was only mentioned twice, and I think that it would have helped his character if it had been deepened further.
Maybe if Inhumans had not been abandoned and connected with the movies Black Bolt could have wiped out the Outriders by simply yelling at them, lol.
