Maybe it was no one. But I could say that the previous guardian could have been a random norwegian who just happens to infiltrate that church and grab the Tesseract. Because, for some reason, that guy died while in Vormir or something, Red Skull grabbed the Tesseract at that time, and he replaced him in Vormir.
