<p>Definitely anti-registration (Team Cap). This is another form of profiling: you're dangerous because of your powers, even if you haven't done anything wrong. As for the few bad apples, tar everyone with the same brush. That argument was used for Japanese-American interment during World War II, and it's use in policing in certain communities in the U.S. Go after the person when you have PROOF he/she did something wrong; and don't indict a whole class of people because of the few.
</p><p>As for Stark being pro-registration, I think he's going down this road to save his butt. Dr. Stark-enstein created Utlron; his creature causes a lot of death and destruction, thus making Stark criminially and civilly liable. The Government offers Stark this stay-out-of-jail free card. Stark has always been anit-government (remember Iron Man 2, when the government tried to take his suits?)
</p><p>I believe this article because Variety and CNN reported it. It would be a good story, and those humans who are close to the supers will be impacted. I can see the government doing a dragnet on those friends just to get information out of them. Who would squeal, and who would not snitch?
